The tension and chemistry between the two can be sensed. I know what she says/thinks (in my mind/opinion).

In my opinion, these two haven't quite established their dynamic/roles, as if they were still assessing each other. However, he is feeling her potential. He has a strong urge to assert his dominance over her. He wants to take her as his own. He wants to take her under his wings. But he knows it requires patience. He can sense her nervousness which itself drives him crazy. She is drawn to him (and hence ever so slightly bows her head) and says in her mind 'come to me, please come to me'....
