Maybe some, particularly elderly, people don't feel the heat as much? When we lived in a hot country (and I mean HOT, I had thought I had lived in other hot countries but this was something exceptionally hot) we used to have an air conditioning war going on. I couldn't understand why it should be chilly indoors when you are supposed to be wearing summer clothes outdoors. My grandma's woolly socks became handy at times - even when it was 120 degrees outside!
